The three historic ships involved in the 'GHSH' project have been unable to secure permanent moorings on the Thames leaving them vulnerable. The Swiftstone, Massey Shaw and Portwey, will be moving to a secure base on East Greenwich Coaling Jetty thanks to the 'Homes and Communities Agency' allocating a 5 year conditional licence to establish the proposed harbour project.
The three Trusts are proposing to set up a separate Trust to run the Harbour Project.

BRIEF AIMS
To establish a self sustaining scheme to bring back to life a redundant coaling jetty, built in the 1950,s for fuelling a power station in the old River Way. The 50 year old structure is in very good condition and would cost 2/3 million to demolish. Greenwich Peninsula is largely residential development immediately adjacent to the jetty makes it unsuitable for commercial use. The Homes and Community Agency, who own the jetty, have accepted a proposal from the Swiftstone Trust to develop it as a harbour for historical craft to have an affordable base, with facilities for restoration and conservation projects, visiting craft (both historical and private leisure boats), skill training, education, research and opportunities for the public and local community to participate. The inclusion of a cafe, first aid and WC facilities are much needed by Thames Path travellers and visitors and enable existing residents, without a river view, to enjoy it in comfort all year round. The cafe will also enable a public contact point for the harbour and the PLA activities and events.

STAGE ONE
a. Initiate the GREENWICH HISTORICAL SHIPS HARBOUR ON EAST GREENWICH COALING JETTY Charitable Trust organisation, including management, finance, security and safety, publicity and recruitment.
b. Establish fund raising team and applications
c. Planning Application for scheme, Port of London Licence and partnership agreement, Environmental approvals
d. Considering applications from conservation projects.
e. Designing container based units, demountable roof structure and workshop screens
f. Construct the harbour basic accommodation, workshops and take on restoration projects.
g. Starting work on moorings for the Massey Shaw and the two tugs to enable the craft to have a safe permanent berth.

STAGE TWO
a. Start on cafe project - proposed on site prefabricated construction scheme
b. Pontoon construction
c. Watch tower, conference area and research base.
d. Chandlery/ information centre, shop and online.
e. Initiate education and training schemes/ revive waterman’s skills course
f. Start part time boat builders and conservation courses
g. Hold a European ships conservation conference to promote skill training and co-ordination
The impact that the proposed scheme will have on any neighbours, in the form of noise and obstruction of river views will be minimal. The work is by mainly hand tools, machining is carried out in workshops. The nature of the work involves only a low number of workers at anyone time. There is also the added benefit of the jetty’s siting at a considerable distance from the river bank and the raised level of the site between the bank and the path that acts as a sound barrier. The nearest building to the three storey houses, the cafe, has been planned to maximise views from the houses first floor, up and down the river, keeping the building profile low and placing it on the diagonal.

JUSTIFICATION
There are very few affordable existing sites available on the Thames in London. The Thames has been largely ignored by the riparian boroughs, who should have been conserving their valuable resource. Without a doubt, developments, like the proposed harbour, at Bristol, Manchester and Liverpool have brought considerable enhancement to the local community in increased business, tourism, education, work and leisure.

GREENWICH MUST BE THE MOST APPROPRIATE PLACE TO PROVIDE THE LOCAL COMMUNITY WITH EXPERIENCE OF A GREAT RIVERBY OFFERING AN INTRODUCTION INTO HOW TO USE AND ENJOY THE SHIPS THAT HAVE LEAD TO WORLD WIDE ADVENTURES.
